Chained dog law in Green Bay,Wisconsin(Dogs Deserve Better)?

I have a 70 pound Black Lab that loves laying out on the porch watching people walk past the house.I tie him up to a 20 foot lead .He likes to spend usually 3 to 4 hours out there.These nuts at Dogs Deserve Better say I’m abusing my dog by tying him up.They are passing a law in Green bay that states the following..The ordinance would limit the chaining or tethering of dogs to a stationary object to one hour.
If I tie him out for only an hour he will be in hell.He sits at the door and cries to go out side.He is able to come in any time he wants but he doesn’t want to come in.So because of a few bad pet owners/nuts he is going to get punished?
At night he sleeps with my wife and I in a brand new Queen size bed that we bought just so he could sleep with us.
Land of the free uhhh?The USA is not free because of these fricken nuts they are forcing their points of view on me.So the question is am I abusing my dog by tying him up?When we are gone he has a whole living room to lay around in.
I take my dog to the dog park every Sun and he goes for a walk everyday.I can’t fence in the yard because I rent.My dog is very happy.Not only does he go on the 20 foot lead but in the back yard he has a 150 foot dog run
